Purdue Develops Mobile Biofuels Processing Method

Mobile processing plants might hold the key to harvesting agricultural waste on the farm for biofuels production.

purdueChemical engineers at Purdue University have come up with the concept and developed a new method to process agricultural waste and other biomass into biofuels. The method would utilize various types of biomass, including wood chips, switch grass, corn stover, rice husks, and wheat straw.

The approach would solve one of the major problems in using agricultural waste for biofuels – transporting the biomass to a plant for processing. “It makes more sense to process biomass into liquid fuel with a mobile platform and then take this fuel to a central refinery for further processing before using it in internal combustion engines,” says chemical engineer Rakesh Agrawal.

The new method, called fast-hydropyrolysis-hydrodeoxygenation, works by adding hydrogen into the biomass-processing reactor. The hydrogen for the mobile plants would be derived from natural gas or the biomass itself. However, Agrawal envisions the future use of solar power to produce the hydrogen by splitting water, making the new technology entirely renewable.

The method, which has the shortened moniker of H2Bioil — pronounced H Two Bio Oil — has been studied extensively through modeling, and experiments are under way at Purdue to validate the concept.

EPA issues 2011 update to Renewable Fuel Standard program (RFS2)

EPA Proposes 2011 Renewable Fuel Standards

WASHINGTON — The U.S. Environmental Protection Agency (EPA) today proposed the 2011 percentage standards for the four fuels categories under the agency’s Renewable Fuel Standard program, known as RFS2.

The Energy Independence and Security Act of 2007 (EISA) established the annual renewable fuel volume targets, reaching an overall level of 36 billion gallons in 2022. To achieve these volumes, EPA calculates a percentage-based standard for the following year. Based on the standard, each refiner, importer and non-oxygenate blender of gasoline determines the minimum volume of renewable fuel that it must ensure is used in its transportation fuel.

The proposed 2011 overall volumes and standards are:

· Biomass-based diesel (0.80 billion gallons; 0.68 percent)
· Advanced biofuels (1.35 billion gallons; 0.77 percent)
· Cellulosic biofuels (5 – 17.1 million gallons; 0.004 – 0.015 percent)
· Total renewable fuels (13.95 billion gallons; 7.95 percent)

Based on analysis of market availability, EPA is proposing a 2011 cellulosic volume that is lower than the EISA target. EPA will continue to evaluate the market as it works to finalize the cellulosic standard in the coming months. Overall, EPA remains optimistic that the commercial availability of cellulosic biofuel will continue to grow in the years ahead.

EPA is also proposing changes to the RFS2 regulations that would potentially apply to renewable fuel producers who use canola oil, grain sorghum, pulpwood, or palm oil as a feedstock. This program rule would allow the fuel produced by those feedstocks dating back to July 1, 2010 be used for compliance should EPA determine in a future rulemaking that such fuels meet certain greenhouse gas reduction thresholds.

The second change would set criteria for foreign feedstocks to be treated like domestic feedstocks in terms of the documentation needed to prove that they can be used to make qualifying renewable fuel under the RFS2 program.

EPA is seeking public comment on the renewable fuel standards and the proposed changes to the RFS2 regulations, which are due 30 days following publication of the proposed rule in the Federal Register.

July 1, 2010, was the deadline that major refiners, blenders, and importers had to meet for reporting, registration, and other key compliance requirements under EPA’s expanded renewable fuels standard program.

Are foods made using biotechnology safe to eat?

Agricultural biotechnology is the science of using genes to alter crops. Why would scientists want to fiddle with a plant’s genes? The reasons range from improving crop yields to designing plants that are resistant to pests and disease. But are these genetically modified foods safe to eat?

The short answer is yes. Scientists around the world have conducted multiple studies on genetically modified food and found that the food is just as safe — or perhaps even safer — than food grown with more conventional processes. There are many reasons for this.

The first is that while scientists have been modifying plant genes for years, they usually focus on a few specific genes in order to get a particular result. Plants have tens of thousands of genes. The genetically modified product won’t be dramatically different from its natural counterpart. It may have a few features that the natural version doesn’t have but otherwise will remain identical.

Some people worry that genetic modification, which introduces genes from one species into an entirely different species, could create new allergens. In fact, it may turn out that the reverse is true. Depending on the food, scientists might be able to remove or inhibit the proteins that act as allergens for some people. This isn’t true for every food — in some cases the protein may be a vital component of the food in question. But genetic modification may make some hypoallergenic foods possible.

Another concern is that some of the genetic markers scientists use could lead to developing bacteria with a built-in resistance to antibiotics. Scientists use antibiotic gene markers to link genes for the desired trait — for example, a higher crop yield — to resistance to a specific antibody. By exposing a modified plant’s cells to antibiotics, a scientist can confirm whether or not the genetic modification was successful.

But what if that resistance could be passed on to bacteria? It’s possible that bacteria in the soil around a plant with antibiotic resistance could pick up the DNA. That bacteria could, in theory, pass this feature to other types of bacteria harmful to humans. So far, however, scientists have been unable to transfer antibiotic resistance genes from plants to bacteria.

In the United States, farmers don’t have to label genetically modified foods or products. Both the Environmental Protection Agency and the Food and Drug Administration have very strict regulations that products must pass before they can go to market. It can take between seven and 10 years before these governmental agencies approve a genetically modified product for the market [source: Chassy].

It’s possible that the foods that come from biotechnology are not only safe to eat, they’re actually safer than their natural counterparts. That’s because after aggressive testing and analysis, scientists know far more about the genetic composition of modified foods than we do about foods grown in a more traditional fashion. While the controversy around genetically modified food is far from resolved, it appears that you shouldn’t worry if the ear of corn you’re about to enjoy got its start in a laboratory.

Debt settlement plan will trash credit

I have a 525 credit score and am currently going through a debt management company. What do you know about these types of companies?

Also, I have eight delinquent accounts on my credit report. Would it be better to pull a debt consolidation loan and pay the accounts off? Or would going through a debt management company be a smarter choice? Which one will help me to boost my credit score? And will it affect my credit score if I can get the creditors to accept settlements for less than owed?

AnswerDear James,

Before signing with a firm, you need to read the FTC’s Facts for Consumers publication “Fiscal Fitness: Choosing a Credit Counselor” as well as Bankrate’s FAQ about debt and credit counseling.

Most consumers considering a debt consolidation loan are looking to do it through either a cash-out refinancing on their first mortgage, or a home equity line of credit or home equity loan. It’s fairly hard to find an unsecured debt consolidation loan with terms that make things easier for the indebted consumer.

A debt management plan shouldn’t hurt your credit score, but it may impact your ability to access new credit. The Bankrate feature “Debt management plans affect your credit” explains all this in greater detail.

In contrast, I’ve never heard of a debt settlement plan that didn’t first trash a client’s credit. That approach helps get creditors to accept pennies on the dollar as a settlement. The debt settlement firm representing the client may or may not be able to get the creditor to indicate on the client’s credit report that the debt was paid as agreed. That’s the goal, but there’s no guarantee.

Bankruptcy can be the best choice for getting out from under unsecured debts. It’ll impact your credit score for seven to 10 years, depending on whether you file a Chapter 13 bankruptcy (seven years) or a Chapter 7 bankruptcy. If the choice is between debt settlement and bankruptcy, I’d lean toward bankruptcy. If the choice is between a debt management plan, or DMP, and bankruptcy, the DMP is likely to be the better choice.

ADM Opens Nebraska Ethanol Plant

ADMArcher Daniels Midland Company (ADM) opened a new 300 million gallon per year ethanol plant in Columbus, Nebraska on Friday. The grand opening ceremony featured ADM President Patricia Woertz, U.S. Sen. Ben Nelson of Nebraska, Nebraska Lieutenant Gov. Rick Sheehy and other honored guests.

“We at ADM are proud to harness the power and ingenuity of American agriculture to help address our nation’s energy challenges. We’re honored and privileged to have the city of Columbus, its municipal leaders and its citizens as partners in this effort,” Woertz said in her remarks.

ADM’s total ethanol production capacity will reach 1.8 billion gallons per year once a second corn dry mill in Cedar Rapids, Iowa, opens later in 2010.

In his remarks, Senator Nelson was critical of EPA’s delay in increasing the ethanol blend rate in gasoline from the current 10 percent. In a column this week, Nelson said EPA’s inaction threatens economic growth and energy independence. “It’s unfortunate that delays by the federal Department of Energy and the Environmental Protection Agency are needlessly jeopardizing our made-in-America ethanol industry,” writes Nelson. “It’s very disappointing and will also slow down development of next generation American renewable energy at a time we are striving to be more energy independent.” Nelson noted that EPA should look to Brazil to determine that ethanol blends up to 15 percent are safe, since that country uses blends as high as 25 percent with no damage to vehicle engines.

Tax loss? Recover previously paid taxes

In 2008 I had large losses from real estate that I was able to carry back to 2003 and recover taxes paid. According to my accountant, it was a change in the law that year that allowed a longer carryback for small businesses. In 2009, I had losses again and I want to take the loss to 2007 which is the last year that I paid big taxes. Is that OK or do I have to go back to earlier years like I did in 2008?

A carryback of a tax loss allows taxpayers to immediately recover tax paid in earlier years when they sustain a business or casualty loss. Previously limited to a two-year recovery of past taxes, 2009 tax law changes expanded that to five years. Imagine if you could eliminate all the taxes you paid in the last five years. It would certainly help alleviate your large losses and may get you back in business.

Although it was the intent of Congress to help taxpayers recover as much prior taxes as possible, they created a confusing set of rules when they made the changes that allowed taxpayers to elect up to a five-year carryback. Without an election, taxpayers are limited to a two-year carryback period. The original law change expanding the carryback period applied to eligible small businesses for 2008 only. This change happened soon after President Barack Obama was elected, when The American Recovery and Reinvestment Act, or ARRA, was passed in February 2009.

In November 2009, The Worker, Homeownership and Business Assistance Act, or WHBAA, of 2009 was passed and allowed a five-year carryback to most taxpayers, even those that were not small businesses. This second law change applies for losses in 2008 and 2009, if the taxpayer elects. To qualify under the WHBAA, the taxpayer must have not received TARP funds. For example, General Motors would not qualify for a 2003 to 2006 tax refund.

Because you made your election under ARRA, the WHBAA rules would have no effect on your 2009 losses unless you elect to apply them. In determining which year is the best carryback year, you have to look to when you paid the highest taxes compared to your taxable income. If 2007 is the last year that you paid big taxes, then that is when you would want to carryback to. Since without the WHBAA election this is the year that you are eligible to carryback to, the election does not benefit you and you would not make the election. Other taxpayers interested in the longer carryback for 2008 and 2009 should see the IRS’s question and answer on the ARRA and WHBAA carryback elections.

New Texas E85 Station

MidTex Oil has opened the first E85 station in New Braunfels, Texas, which is located between Austin and San Antonio.

“We are focused on providing our customers with what they want. Whether it is our one-stop shop Pit Stop Food Marts and Fischer’s Market concept stores to make their lives more convenient or giving them an alternative to gasoline derived from imported oil, Midtex is there for our customers,” said Rodney Fischer of Midtex Oil.

The Midtex New Braunfels fueling station is branded Shell and is Midtex Oil’s second E85 station – the first is located in Spring Branch, Texas. Midtex utilized Protec Fuel’s turnkey E85 fuel program for both stations, in partnership with the Renewable Fuels Association (RFA), which included the conversion process to an E85 fueling pump, E85 supply and promotional marketing.
